KWSA had developed water supply infrastructure centered around Sagami River. In 1980, it began to reinforce water supply capacity of Sagami River; Miyagase Dam was constructed as a water source, while Sagami Big Weir was built for water intake.\nIn March 1993, 23 residents of Kanagawa prefecture filed a local residents' suit attempting to prohibit expenditure on the construction of Sagami Big Weir. The first trial took place in the Yokohama District Court, which delivered its judgment in\nFebruary 2001. It was against the plaintiffs and judgements of higher umpire were\nsame.\nDespite of the importance of KWSA and Sagami Big Weir mentioned above, the suit was received little attention. This is evidenced by the fact that only the first trial statement was published in a professional journal, and only in one journal.
