There were instances, not insignificant in number where river traffic maintained its importance, even during the period of modernization.\nSince the 1980s, studies on transportation history-represented by works of scholars like Chiharu Kurosaki, Hiromi Masuda, Yoshinobu Oikawa, and others- have revealed the process of restructuring the transportation network during the modernization transition. While railways did compete with river traffic in certain areas, they also established complementary relations in other regions.\nThe Tone River serves as one example of railways and river traffic coexisting during the Mid-Meiji Era. This paper will provide an overview of river traffic during the restructuring period in Japan, followed by an examination of the relationship between river traffic and railways in the Tone River basin.
